In recent years, there has been a growing trend of wealthy Americans seeking residency or citizenship in other countries through investment programs. One country that has emerged as a top destination for America’s rich is the small Mediterranean island nation of Malta. Malta’s residency schemes offer a pathway for high net worth individuals and families to gain residency rights, visa-free travel in Europe, and future citizenship. This article will examine why Malta has become so appealing for affluent Americans seeking a second passport and residency overseas.

The Benefits of Malta Residency

Several key benefits make investing in Malta’s residency program attractive to wealthy Americans:

Visa-Free Access to Europe

One of the biggest draws is that Malta offers visa-free access to all 29 European Schengen Area countries. For U.S. passport holders, obtaining residency in Malta provides easy access to live, work, study, or travel anywhere within the EU’s borderless zone. This provides much greater freedom of movement and opportunities than just holding a U.S. passport.

Future Pathway to EU Citizenship

Gaining residency is the first step toward qualifying for full Maltese citizenship. After maintaining residency for 3-5 years (sometimes just 1 year), investors become eligible to apply for a Maltese passport. This grants EU citizenship and the ability to live and work not just in Malta but anywhere in Europe. It also allows you to pass down citizenship to future generations.

Tax Incentives

Malta offers very favorable tax incentives to new residents who are not domiciled there. Residents only pay tax on income earned within Malta and not other foreign-sourced income, making it an attractive option for high-income individuals from higher-tax countries like the U.S. Malta also does not tax inheritance or wealth, offering further savings.

High Quality of Life

Malta offers residents an outstanding quality of life, from excellent healthcare and education systems to great weather, food, and leisure activities. Valletta, Malta’s capital, is also the European Capital of Culture in 2018. The country is modern, progressive, and politically stable – all factors that appeal to those considering relocating there. Malta is also English speaking and home to many expatriates.

Safe and Strategic Location

Malta is an extremely safe country with a low crime rate and low tensions or risk of terrorism. Its central Mediterranean location offers easy access to Europe, Africa, and the Middle East. Residents can easily travel to many destinations for business and leisure.

Residence Options

Non-EU, Non-EEA and non-Swiss individuals and their families can apply for the Malta Residency by Investment Programme, also known as the Malta Golden Visa, to gain residency rights. Approval is subject to background checks and meeting financial criteria.

To qualify, the main applicant must invest in real estate by either:

  • Purchasing property worth at least €300,000 in Gozo or Southern Malta, or €350,000 elsewhere.
  • Renting a property for a minimum of €10,000 per year in Gozo or Southern Malta, or €12,000 per year elsewhere.

The property needs to be retained for at least 5 years.

Additional contributions are required:

  • If purchasing property, a contribution of €28,000 plus €7,500 for each dependent parent or grandparent.
  • If renting property, a contribution of €58,000 plus €7,500 per dependent parent/grandparent.

Applicants must also donate €2,000 to an approved Maltese NGO, pay a €40,000 application fee, and provide proof of minimum assets of €500,000. Health insurance and clean criminal records are mandatory. After 5 years of residency, investors can apply for permanent residence or citizenship.

A survey revealed 53% of American millionaires considered leaving the U.S. In 2022, the number of Americans applying to Malta residency programs was up over 30%. Many high net worth individuals cite dissatisfaction with the political climate, high taxes, and wealth regulations as reasons they are looking overseas. Concerns over violence and unrest are also factors.

Wealthy Americans increasingly see holding assets and citizenship solely in the U.S. as risky. Malta offers a safe haven to protect and grow their wealth tax efficiently. Diversification provides stability.
